Hangzhou is the capital city of Zhejiang Province. It is a famous historical and cultural city full of innovation and vitality, andknownas the capital of ecological civilization. It is committed to building a high-level "Digital Intelligence Hangzhou as a Livable Paradise" and a modern socialist international metropolis. The Hangzhou Future Sci-Tech Cultural Center, positioned as the city’s new urban public center, will include an International Sports Center, a Performing Arts Center, and a Comprehensive Cultural Center, carrying the citizens&#(略); expectations for a high-quality and beautiful life. The city aims to create a world-class new landmark, showing its unique charm and wonderful image internationally.
二、 项目区位Project Location
杭州未来科技文化中心位于杭州市余杭区,规划范围北至文二西路、东至闲林港、西至林场港、南至和睦水乡,地处杭州未来科技城核心区，处于余杭区“一廊一轴”交汇处。其中体育中心处于杭州未来科技文化中心西北角，用地面积约(略).(略)公顷((略).(略)亩)，选址位于林场港以东、文二西路以南，水乡北路以北，创景路以西。
Hangzhou Future Sci-Tech Cultural Center is located in Yuhang District of Hangzhou City. The planning area extends to Wen&#(略);er West Road in the north, Xianlin Port in the east, Linchang Port in the west, and Hemu Water Town in the south. The location is in the core area of Hangzhou Future Sci-Tech City and the "One Corridor and One Axis" intersection of Yuhang District. The Sports Center, with a land area of about (略).(略) hectares ((略).(略) mu), will be located in the northwest corner of the Future Sci-Tech City, east of the Linchang Port, south of the Wener West Road, north of the Shuixiang North Road, and west of the Chuangjing Road.
“一廊”指杭州城西科创大走廊，包含杭州未来科技城、杭州云城、杭州紫金港科技城和杭州青山湖科技城，致力于建设“面向世界、引领未来、服务全国、带动全省”的创新策源地。
"One Corridor" refers to the Hangzhou City West Science and Technology Grand Corridor, home to the Hangzhou Future Science and Technology City, Hangzhou Cloud City, Hangzhou Zijingang Science and Technology City, and Hangzhou Qingshan Lake Science and Technology City. It endeavors to become an innovation source of"facing the world, leading the future, serving the whole nation, and driving the province."
“一轴”指全长约(略)公里的南北“千年发展轴”，串联实证中华五千多年文明史的良渚古城遗址、中法航空大学、中国（杭州）航空科技小镇、杭州云城核心区域、杭州未来科技城中央公园，共同打造集中展示全面真实古代中国和现代中国的“重要窗口”。
"One axis" refers to the (略)-kilometers long "Millennium Development Axis" extending from the south to the north, which connects and demonstrates the Archaeological Ruins of Liangzhu City with more than (略) years of Chinese civilization history, Sino-French Aviation University, China (Hangzhou) Aviation Science and Technology Town, the core area of Hangzhou Cloud City,and Central Park of Hangzhou Future Sci-Tech City. It will act as an "important window" for the comprehensive display of ancient and modern China.

</a>项目区位图</p><p>Project Location Bitmap</p><p>三、 总体设计要求Design Requirements</p><p>杭州未来科技文化中心体育中心设计内容包括：(略)</p><p>The design of the Sports Center will have to include：(略)</p><p>建筑方案应突出标志性和主题性，形成有别于其他城市现有国际体育中心的建筑概念性方案，打造具有杭州特色的标志性建筑，体现国际化、绿色化、智能化、人文化，彰显余杭“创新余杭、品质之区、文明圣地”的独特魅力。</p><p>The architectural design scheme of the Sports Center should be iconic and thematic to differentiate itself from the existing ones in other places, creating a landmark building with Hangzhou characteristics, reflecting internationalization, greening, intelligence and human culture, and highlighting the unique charm of Yuhang as "innovative, Qualified and Civilized".</p><p>科学规划体育中心与城市之间的各类交通流线组织，总体统筹各种功能空间的布局，解决好体育中心与城市之间的交通衔接，提出周边道路交通组织方式建议。考虑未来综合文化中心、国际演艺中心、会议会展中心等重要城市公共建筑群体的规划建设，结合体育中心的区位特征，分析体育中心区域的需求，提出切实可行的综合可持续利用方案。</p><p>The scheme should also plan wisely on the various traffic flow lines between the Sports Center and the city, the layout of all functional spaces, and the traffic connections; and put forward suggestions for the traffic of the surrounding areas. It should take into account the planning and construction of other important urban public buildings such as the future comprehensive cultural center, international performance center, convention and exhibition center, and combine and analyze the characteristics and needs of the area, and propose with a practical, sustainable and well-rounded design.<a target= "3.jpg")

Invitation Unit</p><p>通过意向邀请确定3家高水平设计单位直接入围参与本次方案征集，名单如下（按字母顺序排序）：</p><p>（1）悉地国际设计顾问（深圳）有限公司</p><p>（2）德国gmp 国际建筑设计有限公司</p><p>（3）扎哈·哈迪德建筑事务所</p><p>Through proactive invitation, three invited high-level design units will be directly shortlisted to enter the scheme solicitation. The list is as follows (in alphabetical order):</p><p>(1) CCDI International Design consultancy (Shen Zhen) Ltd.</p><p>(2) von Gerkan, Marg and Partners Architects</p><p>(3) Zaha Hadid Architects</p><p>2. 公开报名及资格预审</p><p>2. Pubilc Registration and Prequalification</p><p>通过资格预审从报名参与本次方案征集的单位中遴选出6家高水平设计单位入围，与邀请单位一同参与方案征集，同时选出2家备选机构，如入围机构退出则备选机构依序替补。</p><p>Six top-level design units will be picked through the prequalification stage to join the three invitation units in the solicitation; two additional unit candidates will also be selected as a backup. If the shortlisted units withdraw, the candidate units will fill vacancies in the proper order.</p><p>2.1申请人资格</p><p>2.1 Applicants Qualifications</p><p>（1）申请人须为独立法人，须具有建筑行业（建筑工程）设计甲级及以上资质。申请人为境外单位的，一般应具有在其所在国家或地区应具有合法营业范围及相应设计许可。不接受联合体报名。</p><p>(1)The applicant must be an independent legal entity/person with design qualification of Grade A or above in the construction industry (or Construction Engineering). If the applicant is an overseas unit, it should have a legal business scope in this field or a corresponding design license in its country or region. Registration documents are subject to the final paper materials received. Materials submitted after the deadline will not be accepted.</p><p>2.3应征材料</p><p>2.3 Application Materials</p><p>公开报名资格预审材料（详见附件）包含：</p><p>1.申请人报名表</p><p>2.申请人单位和相关业绩介绍、申请人及主创建筑师相关业绩、主创设计团队成员表及相关证明材料，形式为A4文本册（一式十份）、PPT文件一份。</p><p>3.语言为中文或中英文。</p><p>The prequalification materials for public solicitation (see attachment for details) should include:</p><p>1. The applicant’s registration form.</p><p>2. Introduction and achievements of the application unit, achievements of the applicant and its chief architect(s), and a list of members from the main design team and their qualification certifications. Language：(略)</p><p>（二）第二阶段：(略)</p><p>Phase II：(略)</p><p>设计成果应满足方案征集文件要求，达到建筑概念性方案设计深度。技术咨询单位将专门组织方案评审委员会，对入围设计单位提交的成果进行评审，根据专家评审结果形成3个推荐方案，经相关决策程序最终确定方案名次和中选方案。</p><p>The design scheme should meet the requirements on the solicitation announcements and reach the depth of architectural conceptual scheme design. The technical consulting unit will arrange a committee to review the submitted schemes from the shortlisted design units and pick three for final evaluation. 六、 相关费用Compensation
入围设计单位提交的设计成果应满足设计任务书要求，经专家评审委员会评审为有效成果的，将获得相应的设计补偿。其中，第一名方案的设计单位将获得奖金人民币(略)万元，第二名方案的设计单位将获得奖金人民币(略)万元，第三名方案的设计单位将获得奖金人民币(略)万元，未进入前三名的应邀设计单位将各获得奖金人民币(略)万元，其他未进入前三名方案的入围设计单位将各获得奖金人民币(略)万元。
The design scheme submitted by the shortlisted design units shall meet the project description requirements. If the scheme is evaluated as an effective design by the expert review committee, its design unit will receive proper compensation. The first-ranking scheme will receive RMB 4.5 million, the second RMB 2.5 million, and the third RMB 1.5 million; if the invitation units do not enter the top three, they will receive RMB 1 million each; if the shortlisted design units from public solicitation do not enter the top three, each will receive RMB (略),(略).
中标团队将依据专家意见并综合各方案优点对方案进行优化整合，后期优化整合费用人民币(略)万元。
The winning team will optimize and integrate their scheme based on expert opinions and the advantages of the other competing schemes, and receive an additional RMB 3 million to cover the later costs.
