1) 投标人须具有独立法人资格，境内投标人提供加载统一社会信用代码的营业执照或事业单位法人证书；境外投标人须提供有效的企业登记证明材料；

4）投标人须提供其开户银行在开标前三个月内开具的资信证明，其中境内的投标人提供由其开立基本账户的银行开具的资信证明；
